Concept of a Plan

Definition

The evolutionary precursor to an actual plan — a species that has been "close to hatching" since 2015, when he first promised to repeal and replace Obamacare with something "terrific." A decade, one presidency, and several debate stages later, the concept remains, against all odds, conceptual. First formally christened in a 2024 debate as the answer to "where's your healthcare plan?", it now covers any Trump promise that exists purely as a phrase, with the substance permanently, majestically, TBD.
